Total speculation follows only informed by a familiarity with people who have produced Ice Shows and friends who have skated in shows from Sonia Henie and MGM Movietones through Ice Capades and Disney on Ice and scores of Indy and Amusement Park shows.
First, I do not believe that Johnny Weir was not hired because he was gay. If Stars on Ice didn't hire gay men, women would be lifting women in pairs and dancing with other women.

Who goes to Arena Ice Skating Shows?
Same as Beauty Pageants. Girls who want to be sequined Ice Skaters and the Gays who love them.
What do they want to see?
They want to see beautiful girls skating and handsome boys twirling them. People go to Ice Skating Shows to see the girls. And the NASCAR Moms and Dads hope that the Pair Skaters fall during tricks. And they help by throwing pennies on the ice.
Why do you call them boys and girls?
In professional Ice Skating you're a boy or a girl. No adults.
What do producers tell the boy skaters?
Make the girls look good.
Why Jeremy Abbott and Evan Lysachek and not Johnny Weir?
Johnny had his last Olympics, Jeremy will be skating for a while. Evan won Gold.
But Johnny has a huge fan base that will bring in lots of money.
Two answers. If Weir has a huge fan base ready to spend money on Ice Show tickets, someone will hire him and produce a show. Or he can produce his own.
Second answer is that Weir has never done a solo show for money so we don't know if he has BO draw.
Last point.
If Champions on Ice can go bankrupt; if Dorothy Hamill can lose money with the Ice Capades brand name; seems to me that any Ice Show, even with sponsors and a network tie, are dodgy propositions. There are scores of stories of producers who have taken skaters on tour and abandoned them without pay and plane fare home.
So let's not pull out the homophobia card just because Johnny Weir wasn't asked to skate in Stars on Ice.
